Synopsis

One full year has passed since Deathstroke's attack on Gotham City, plus three months after the Scarecrow and Hush nearly turned the city into their own sandbox of fear and death. Now, Batman has to face yet another threat, this time in the form of the sadistic serial killer known as "The Joker", formerly Bruce's once thought dead business associate, Arthur Fleck, and his psychopath for a lover, Harley Quinn. However, in combating these two new adversaries, Bruce will learn a shocking truth involving the death of Rose Wilson..

Description of "The new inmate" (Pre-Credits Scene):

After the final battle is over and both Joker and Harley Quinn, alongside their army of mercenaries and serial killers, have been arrested, Bruce receives word a new prisoner being taken from Metropolis to Gotham. Curious, Batman visits this new prisoner and immediately recognizes him, asking multiple questions, including how he ended up here in the first place. But this man only tells Bruce to "check the news", referring to something that occurred in Metropolis while Batman was fighting Arthur Fleck in Gotham City.
