Rupert Thorne is a corrupt politician who is part of the city council of Gotham. He vocally decried the efforts of the Dark Knight and lobbied to have Batman’s vigilante tactics outlawed. When he heard about Prof. Strange learning of Batman’s secret identity, he captured the criminal scientist and subjected him to torturous interrogation, but his attempts to learn about the Dark Knight’s identity were all moot when Strange died from his prolonged torture. In this incarnation, Thorne is actually a crime boss like he is in the DC Animated Universe.
