Thompson and Vito’s investigation ultimately leads them back to Will McDonagh. In a city full of corruption, the police department, turns out, is the most prominent gang of them all. Among their many operations is human trafficking - in particular, young girls for the rich and powerful. One such “exchange” leads to the death of a wealthy heir, and three witnesses in need of silencing (less his reputation be tarnished). McDonagh oversaw the clean up himself, appointed the controversial Thompson the case in hopes he’d botch it, and supplied the perfect escape goat with Eli Mott.
